Gridora signs its first MoU with Abu Dhabi Projects and Infrastructure Centre (ADPIC) to accelerate AED 35 billion worth of transport infrastructure projects in the UAE capital.

Gridora, the newly launched infrastructure platform jointly established by ADQ, International Holding Company (IHC), and Modon Holding, has signed its first Memorandum of Understanding (MoU) with the Abu Dhabi Projects and Infrastructure Centre (ADPIC), marking a critical step in advancing Abu Dhabi’s large-scale transport infrastructure agenda.
The agreement sets the foundation for collaboration between Gridora and ADPIC to plan, develop, and implement strategic infrastructure projects in the Emirate, with a specific focus on transportation networks. The initial scope will include the formation of a working committee to explore pilot initiatives and identify high-impact projects from ADPIC’s pipeline of developments valued at approximately AED 35 billion (USD 9.5 billion).
His Excellency Jassem Mohamed Bu Ataba Al Zaabi, Chairman of Gridora, emphasized the transformational potential of the partnership: “Gridora’s expertise and resources will create world-class infrastructure, supporting the country’s ambitious economic and population growth goals. This MoU reflects our shared commitment to accelerate critical transport projects by combining innovation, scale, and vision.”
Echoing this sentiment, His Excellency Mohamed Ali Al Shorafa, Chairman of the Department of Municipalities and Transport, stated: “This strategic partnership underscores the shared goal of enhancing Abu Dhabi’s status as a global city. With Gridora’s capabilities, we anticipate faster project execution, increased cost efficiency, and long-term value creation for communities across the emirate.”
His Excellency Eng. Maysarah Mahmoud Eid, Director General of ADPIC, highlighted the long-term impact: “Infrastructure is a key enabler of economic growth and quality of life. This collaboration with Gridora will help realize Abu Dhabi’s strategic goals by delivering high-impact projects that enhance connectivity and sustainability.”

Gridora, formed to serve as a strategic public-private infrastructure platform, operates under a dual-track business model focused on both project delivery and infrastructure investment. Its goal is to enable comprehensive project execution—from planning to operations—while fostering collaboration with specialized partners and international investors.
The MoU with ADPIC is the first in a series of strategic actions to promote high-impact infrastructure, boost public-private partnerships, and scale development in line with Abu Dhabi’s 2030 Vision.
ADPIC, established in 2023, is mandated to oversee a wide portfolio of investment projects—spanning housing, tourism, education, and public services—while ensuring quality, sustainability, and strategic alignment with the emirate’s long-term development goals.
